Kenddrick Chan
Kenddrick Chan is a doctoral candidate at the Oxford Department of International Development. He is also the Head of the Technology and International Affairs project at LSE IDEAS, the LSE’s foreign policy think-tank. His research areas focuses on the intersection of digital technologies and the evolving international order. He also has technical expertise in areas such as data centres, 5G telecommunications, and cloud infrastructure.
He was previously a Senior Policy Analyst at the Tony Blair Institute, where he worked alongside governments of developing economies on national strategies for tech-enabled development. He has also worked in the Prime Minister’s Office in Singapore and Singapore’s ICT regulator.
Kenddrick was also a 2022–2023 Fellow at the Portulans Institute. He served as a member of the UN ESCAP Informal Working Group on Developing the Asia-Pacific Digital Transformation Report 2024 and as a G20 delegate at the Think20 in 2023. His work has been commissioned by the UK FCDO and cited in U.S. Congress and European Parliament reports.
He holds an MSc in International Relations (with Distinction) from the LSE, and a BSc in International Relations (with First Class Honours) from the University of London. He also holds a Diploma in Information Technology, specialising in computer networking.
