Carlos Guadarrama
Carlos is an international expert in renewable energy policy and socio-economic benefits. His work at the World Bank and the International Renewable Energy Agency (IRENA) has informed energy transition pathways in Africa, Asia and Latin America.
At Oxford, his research focuses on the potential of green value chains to promote sustainable development and inclusive growth in the Global South. Accordingly, his research covers just transitions, economic upgrading and green industrial policies.
Carlos holds a master’s degree in Public Administration in International Development (MPAID) from Harvard University, where he specialized in energy policy and electricity market design. His work on Mexico’s renewable energy auctions was awarded with the best thesis prize. At Harvard, he was also a Teaching Assistant for the Advanced Macroeconomics for the Open Economy course. He got his bachelor’s degree in Business Engineering from Instituto Tecnológico Autónomo de México (ITAM).
